The current lawsuit between the owners of the Strip and the City of Lubbock is freezing up TABC's ability to give out alcohol permits.
The owners of the strip are arguing that Lubbock's zoning ordinances give preferential treatment to larger chain stores and that is a violation of Texas law.
"My clients want a clear level playing field and to come into Lubbock as the voters clearly said they want over the weekend," said Zach Brady who is representing Pinkies and Majestic.
A judge could make a ruling on whether or not to keep the injunction throughout the legal proceedings as ealry as next week.
If the injunction continues, alcohol permits will not be awarded until litigation has ended.
