Gov. Perry Appoints Gutierrez to Texas Board of Pardons and Paroles

AUSTIN – Gov. Rick Perry has appointed David Gutierrez of Lubbock to the Texas Board of Pardons and Paroles effective Sept. 14, 2009 for a term to expire Feb. 1, 2015. The board makes parole decisions for Texas prison inmates, determines conditions for parole and mandatory supervision, and makes recommendations on clemency matters to the governor.

Gutierrez is Lubbock County Sheriff. He is a member of the Sheriff’s Association of Texas, National Sheriff’s Association, American Jail Association and Texas Association of Counties. He is also a board member of the Texas Corrections Association and Texas chapter of Mental Health America, and is a member and past president of the Texas Jail Association, past presiding officer of the Texas Commission on Jail Standards and past chair of the Texas Council on Offenders with Mental Impairments. He also volunteers with Hospice of Lubbock, American Heart Association, United Way, Lubbock Boy Scouts of America and Boy’s and Girl’s Club. Gutierrez received a bachelor’s degree from Wayland Baptist University.
