Proposition 4, or the 'Tier One' amendment, is a big issue for officials at Texas Tech.
In fact, Tech Chancellor Kent Hance calls this one of the most important votes in Tech's history.
The proposal would help advance Tech and six other universities into the top tier of national research schools.
If Prop 4 passes Tuesday, it would not be an additional burden to taxpayers.
Instead, it would move money from an exisiting account to create the research fund.
Prop 4 passed in both the Texas House and Senate earlier this year.
Now, Chancellor Hance is hoping voters will help finalize this amendment.
"This Proposition 4, if it passes, will allow us to set up a seperate fund that will be utilized and the state will allow us to utilize it for research money, so it's really important," Tech Chancellor, Kent Hance says.
If the proposition fails, Chancellor Hance says it would not only hurt Texas Tech, but also the City of Lubbock economically.
