The Lubbock Regional Public Safety Memorial committee broke ground on the project at Jack Stevens park about three years ago, but lack of financing meant construction never started and now the project's at a standstill. The memorial will honor all the first responders from 15 area counties who have made the ultimate sacrifice in the line of duty. Committee members say the plans are complete.
