Local activists and non-profit groups are working to help the homeless through the rest of the cold winter months.
The South Plains Homeless Consortium is conducting a census of Lubbock's homeless population on Tuesday night from 4:00 to 8:00.    The census will give a close estimate, so organizations like the Salvation Army can apply for grants to help fund support programs for those in need.  Major Ernest Branscum with the Salvation Army says a number of Lubbock's homeless do improve their situation because of the strong local support groups.
He says, "I've been here three years and I can tell you I've probably had thirty or forty people, I would see them everyday, and I tell you, they are now working, have their own place, and are surviving. It's real good."

The Consortium is asking homeless people to go to the Salvation Army, St. Benedict's Church or Carpenter's Church to be counted in the census.  They will be handing out hygeine items, gloves, socks, and food to those who need them.

Texas Legislature Passes Commercial and Industrial PACE Bill
The Texas House and Senate passed Senate Bill 385 in May. If Governor Rick Perry approves the bill, the state will break new ground by developing plans for commercial and industrial property assessed clean energy (PACE) programs. This bill will redesign Texas's approach to PACE, focusing on the commercial and industrial sectors rather than on residential programs. The legislation covers both energy efficiency and water efficiency.
