Folks came out to talk to the Lubbock's Animal Services Advisory Board and Health Board.

Both organizations agreed the best way to fix Lubbock's stray animal and dangerous dog problem is to target irresponsible owners.

Some of the ideas discussed included spaying and neutering programs and litter licensing to control dog populations.

There is also the possibility of raising fines against owners of the situation is deemed a health and living problem.
