Texas Tech Student in Critical Condition

A Tech student is in critical condition after a serious car accident early Tuesday morning, police said a local apartment complex could be partially to blame.

The accident occurred just after 3:00 AM at the intersection of 66th and Quaker.
Police said Ryan Scoggins' Honda Accord spun out on a patch of ice and hit a tree.
 Two other accidents occurred at the same intersection Monday morning.

According to LPD sprinkler runoff from the Courtyards by the Lake apartment complex paired with below freezing temperatures created the large icy patch on Quaker.

City ordinance says all sprinklers and irrigation systems must be turned off once temperatures fall below freezing.
