Some places, like Thunderbirds, can operate as a BYOB, meaning that they won't be selling alcohol, but instead allow people to bring their own onto the property.
Currently, TABC does not have any power to regulate BYOB establishments. That's why they are currently not a part of the investigation into the shooting nearby Thunderbird.
"Our mission, and what we have been directed to do by the state legislature and the people of Texas is to enforce licensed locations," said Captain Menn. "If it's not licensed and there is a specific alcohol complaint, then yes we will investigate that, and that hasn't been the case with Thunderbirds thus far."
Captain Menn said the most common complaints he would hear about unlicensed bars is that they are serving alcohol, but he has not had that complaint about Thunderbirds.
