'100 Year Flood' Swallows Lubbock

It's the '100 Year Flood' in the Hub and Lubbock Mayor, Tom Martin, has declared a state of disaster for the city.
Water levels have dropped in some parts of Lubbock thanks to new storm sewers, but many others are still underwater.
In an emegency meeting today, City Council members approved the use of up to $500,000 for repairs and clean up.
The city has 72 hours to report damages from the flooding to the state.
Mayor Martin expects all money spent repairing and cleaning up the city to be reimbursed by federal emergency funds, but there's no guarantee.
"If we don't, then it would simply come out of the reserves of the city. That's why we have reserves is for extraordinary events like this," Mayor Martin says.
The Mayor says the northwest part of the city has seen the most flooding.
Right now, that area is part of a study to recommend a flood control project to help with heavy rains.
