Texas Senator, Brian Birdwell filed the bill Thursday.
It would allow concealed handgun permit holders to carry weapons at public universities, while giving private colleges and universities the option.
A similar bill was filed back in 2011, but failed to go through.
Birdwell said this bill is about trusting citizens with their constitutional rights.
Students on Texas Tech's campus agree.
"People you know who have the guns, have the license are usually the responsible people, the people you're not worried about going around shooting the place," said Joseph Powell, a Texas Techs student. "It'd be nice to be next to the guy who can shoot back."
"I believe if they have their licesne they should be able to carry their weapons because they've taken a course that educates them on having a gun," said Stephanie Kaufmann, a student at Texas Tech. "You want to be able to protect yourself."
KAMC News spoke with Texas Tech Officials to see how they felt about guns on their campus. They said they will always abide by the laws of Texas, and that the safety and welfare of students is their top priority.
