City Secretary Says Council is Retaliating Against Her

          Another controversy is brewing at Lubbock City Hall.  This time the City Secretary says the City Council gave her a bad evaluation out of retaliation and she wants changes made immediately. 
          Last month, City Secretary Becky Garza received her first job performance evaluation since 2004. 
In it, the council says she did not meet expectations in areas of 'situational reasoning, working under stress, and decision making.'  Garza responded in a nine-page letter to the council saying the marks are unwarranted.  She insists they are an act of retaliation because she cooperated with the FBI's investigation into the AAG city insurance scandal.  Garza says she wants the negative comments revised and removed from her record, but the council denied her request for a grievance hearing and refused to make any changes.  They say they will re-evaluate her again next year.
