The City Council voted 4-3 today to pass an ordinance on littering, but there's a twist.

The council voted to limit the number of helium balloons that may be released at any one time.  Many organizations do this to remember people who have passed away.

Councilman Paul Beane introduced the ordinance by comparing released balloons to throwing trash out of a car window.  He also said balloons pose a risk to animals in the area.

But fellow councilman Floyd Price is not so sure about the importance of the issue.

Now we're gonna be jumping on people about the balloons. Come on.  It's time for us to get serious and start doing what the city put us here to do, and that's to govern a city with serious situations," Price said.

Price also said, "Once this gets out nationally, we're going to be the laughing stock--talking about balloons."
