For the first time in fourteen years the teen birth rate is on the rise.

The birth rate had been dropping since 1991, but over the past few years, the decline slowed a bit,

Now, between 2005 and 2006 it actually jumped by 3 percent, but this comes as no suprise to many people here in Lubbock.

"Lots of people are pregnant here," said one anonymous sixteen year-old.

"The numbers are here. I don't have to preach on a corner. I can say look at your Center for Disease Control report," said P.J. Mann of Planned Parenthood.

She blames abstinence only sex education.

"The primary method of birth control, abstinence only sex education is 'just don't do it.' The problem is everybody is doing it," said Mann.
