Thursday's attack on horses is a gruesome example of what can be done by these dogs if they are not secured by their owners.
Dangerous dog laws recently passed are meant to punish the owners of the dogs in these cases, but that punishment comes after an attack, and does little to prevent another incident. Even so, such a ban would have to initiate at the state level. The city is not currently planning to lobby the legislature for a change in laws
